What is Virginia’s 25 to 1 hemp rule?

Brief History

In 2023, the Commonwealth of Virginia introduced a new regulation impacting the hemp industry, specifically targeting edible hemp products. This regulation, enforced by the Virginia Department of Agriculture and Consumer Services (VDACS), mandates a specific ratio of CBD to THC in edible hemp products.

The 25:1 Rule

To comply with VDACS food safety laws, edible hemp products in Virginia must adhere to a strict 25:1 ratio. This means that the product must contain 25 times more CBD than THC. Additionally, the total amount of THC per package must not exceed 2 milligrams.
